Montenegro is a small Balkan state on the shores of the Adriatic Sea. The population is about 600 thousand people, the language is Serbian. Any foreign person – an individual or corporate – can register the flag of Montenegro. Private yachts from 7 to 24 meters are registered for a period of 3 years, then have to be renewed. During registration, the yacht has to be inspected in Montenegro.
There is no fixed price for yacht registration in Montenegro, it is always calculated individually and depends on the length of the yacht, its age, engine power, whether the boat is sailing or motor.
The boat registration in Montenegro is divided into two steps. The first step is obtaining a provisional registration of the yacht and a radio license for a period of 3 months. The second step is to obtain permanent registration and a radio license for a period of 3 years, with the possibility of further renewal every 3 years. Technical inspection of a boat in Montenegro
is compulsory for yacht registration
1. An application for yacht registration (Prijava za upis u Registar), where it is necessary to provide proposed name of the vessel, its technical characteristics, information about the owner, contact details, etc. We will help you to complete this form.
2. A notarized and apostilled copy of the boat owner's passport (page with photo) or ID card, or a certificate of registration of the legal entity that owns the yacht.
3. A power of attorney, if the application is submitted not by the owner of the yacht. We will assist you to prepare one.
4. Documents confirming the ownership of the yacht, such as:
- for new boats Builder Certificate, Customs Declaration if any;
- if the vessel was purchased, then the Bill of Sale, Sales Agreement, Invoice, etc.
Copies of these documents should be notarized.
5. Documents relating to the yacht, such as CE Certificate, Certificate of Construction, Tonnage Certificate – as available
6. Deletion Certificate issued by previous yacht register, if the boat was registered earlier.
7. Application for a radio license (Zahtjev za izdavanje radio dozvole), where it is necessary to provide a list of all radio devices on your yacht and information about your radio operator's license or certificate. Also, specification’s copies of for all radio devices are required.
8. Certificate of mandatory insurance in the amount of 800,000 Euro minimum.
9. Confirmation of payment of registration fees.
During the registration process, the Register of Yachts of Montenegro can request more documents about your yacht. All requested technical details should be provided. After that, you will receive provisional registration and a temporary radio license for a period of 3 months. Provisional registration is issued within 5-7 business days.
To obtain permanent registration, it is necessary to provide the originals or notarized copies of the following documents to the boat registry within 3 months:
1. The original of signed application for yacht registration (Prijava za upis u Registar).
2. The original or notary certified copy of the boat owner's passport (page with photo) or ID card, or the original of a certificate of registration of the legal entity that owns the yacht.
3. The original documents confirming the ownership of the yacht, such as:
- for new boats Builder Certificate, Customs Declaration if any;
- if the vessel was purchased, then the Bill of Sale, Sales Agreement, Invoice, etc.
4. The original of the certificate of mandatory insurance in the amount of 800,000 Euro minimum.
5. The original of the signed application for a radio license (Zahtjev za izdavanje radio dozvole).
At the end of registration formalities, you’ll get a Certificate from Montenegro Ship Registry, valid for three years from the date of issue.
Registration of Montenegro flags is made by the Maritime Safety Department (Uprava Pomorske Sigurnosti), that is the division of the Ministry of Transport and Maritime Affairs in Montenegro (Ministarstvo saobraćaja i pomorstva).
A radio license (MMSI, call sign) is issued by The Agency for Electronic Communications and Postal Services (Agencija za elektronske komunikacije i poštansku djelatnos).
To register a yacht in Montenegro, it is necessary to pass a mandatory technical inspection of the vessel in the city of Tivat – a compulsory survey of the abovewater and underwater parts of your boat. In some cases, remote visual inspection by ship surveyor is possible, for instance, when the boat is new. Besides, the inspector can personally visit your yacht and beyond Montenegro, or to appoint a well-known surveyor for this purpose. However, the best choice is to pass technical inspection in Montenegro.
The length of a private yacht should be 7 meters minimum. Private yachts from 7 to 24 meters, up to 50 gross tons and up to 12 passengers on board are registered for 3 years. For all other boats, registration is made for 1 year.
